Singer Anastacia's breast cancer returns, forcing her to cancel tour ...

anastacia-cancels-tour-breast-cancer.jpgSinger Anastacia has been forced to cancel her 2013 European tour after being diagnosed with breast cancer for the second time in 10 years.

In 2003, the singer was diagnosed for the first time with breast cancer, but made a full recovery after surgery and radiotherapy. Now the cancer has returned.

She writes in a statement on Facebook, "I feel so awful to be letting down all my amazing fans who were looking forward to 'It's a Man's World Tour.' It just breaks my heart to disappoint them."

The statement also says Anastacia will continue to write and record her new album while she receives treatment, and hopes to reschedule her tour as soon as possible. Her goal is to make a full recovery again.

Anastacia was supposed to play 13 dates across Europe, starting April 6 in London. All tickets will be refunded.

NASA's Van Allen Probes reveal a new radiation belt around Earth

Feb. 28, 2013 ? NASA's Van Allen Probes mission has discovered a previously unknown third radiation belt around Earth, revealing the existence of unexpected structures and processes within these hazardous regions of space.

Previous observations of Earth's Van Allen belts have long documented two distinct regions of trapped radiation surrounding our planet. Particle detection instruments aboard the twin Van Allen Probes, launched Aug. 30, quickly revealed to scientists the existence of this new, transient, third radiation belt.

The belts, named for their discoverer, James Van Allen, are critical regions for modern society, which is dependent on many space-based technologies. The Van Allen belts are affected by solar storms and space weather and can swell dramatically. When this occurs, they can pose dangers to communications and GPS satellites, as well as humans in space.

"The fantastic new capabilities and advances in technology in the Van Allen Probes have allowed scientists to see in unprecedented detail how the radiation belts are populated with charged particles and will provide insight on what causes them to change, and how these processes affect the upper reaches of Earth's atmosphere," said John Grunsfeld, NASA's associate administrator for science in Washington.

This discovery shows the dynamic and variable nature of the radiation belts and improves our understanding of how they respond to solar activity. The findings, published February 28 in the journal Science, are the result of data gathered by the first dual-spacecraft mission to fly through our planet's radiation belts.

The new high-resolution observations by the Relativistic Electron Proton Telescope (REPT) instrument, part of the Energetic Particle, Composition, and Thermal Plasma Suite (ECT) aboard the Van Allen Probes, revealed there can be three distinct, long-lasting belt structures with the emergence of a second empty slot region, or space, in between.

"This is the first time we have had such high-resolution instruments look at time, space and energy together in the outer belt," said Daniel Baker, lead author of the study and REPT instrument lead at the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado in Boulder. "Previous observations of the outer radiation belt only resolved it as a single blurry element. When we turned REPT on just two days after launch, a powerful electron acceleration event was already in progress, and we clearly saw the new belt and new slot between it and the outer belt."

Scientists observed the third belt for four weeks before a powerful interplanetary shock wave from the sun annihilated it. Observations were made by scientists from institutions including LASP; NASA's Goddard Space Flight Center in Greenbelt, Md.; Los Alamos National Laboratory in Los Alamos, N.M.; and the Institute for the Study of Earth, Oceans, and Space at the University of New Hampshire in Durham.

Each Van Allen Probe carries an identical set of five instrument suites that allow scientists to gather data on the belts in unprecedented detail. The data are important for the study of the effect of space weather on Earth, as well as fundamental physical processes observed around other objects, such as planets in our solar system and distant nebulae.

"Even 55 years after their discovery, the Earth's radiation belts still are capable of surprising us and still have mysteries to discover and explain," said Nicky Fox, Van Allen Probes deputy project scientist at the Johns Hopkins University Applied Physics Laboratory in Laurel, Md. "We thought we knew the radiation belts, but we don't. The advances in technology and detection made by NASA in this mission already have had an almost immediate impact on basic science."

The Van Allen Probes are the second mission in NASA's Living With a Star Program to explore aspects of the connected sun-Earth system that directly affect life and society. Goddard manages the program. The Applied Physics Laboratory built the spacecraft and manages the mission for NASA.

Senator Murkowski says will not back down in Alaska road fight

WASHINGTON (Reuters) - The top Republican on the Senate Energy Committee said on Wednesday she would not back down in her drive to reverse a finding by the Interior Department that blocks construction of an emergency road for a remote Alaskan community.

The fight threatens to hold up the White House's nomination of Sally Jewell as Interior Secretary.

Senator Lisa Murkowski of Alaska said she would use "every tool in her tool box," including placing a hold on Jewell's nomination, if the department does not allow the road to be built. The committee is slated to consider Jewell's nomination on March 7.

"This is about the safety of the people I represent," Murkowski told reporters at a briefing. "This is an issue I will not back down from."

Residents of King Cove, Alaska - population 938 as of the 2010 Census - were hoping a road would be constructed through 206 acres of the Izembek National Wildlife Refuge to an airport in nearby Cold Bay for emergency medical evacuations.

However, the U.S. Fish and Wildlife Service, an arm of the Interior Department, issued an environmental assessment this month saying the road would "irretrievably damage" the ecology of the refuge and its ability to support native wildlife, including grizzly bear, caribou, waterfowl and shorebirds.

Murkowski met with Jewell, currently the chief executive of outdoor retailer REI, for over an hour on Wednesday. The senator said she stressed her desire to see the road built for her constituents and said she hoped the issue would be resolved before Jewell was confirmed.

Murkowski said she would not rule out placing a hold on the nomination, which would require 60 votes to overcome in the Senate if it were not lifted.

"You don't want to threaten, but it has taken an awful lot to get the attention of the administration on this issue," Murkowski said. "We apparently now have their attention and hopefully this will move things in the right direction."

A number of residents of King Cove traveled to Washington, D.C., and are due to meet with the current Interior Secretary, Ken Salazar, on Thursday.

Appearing at the briefing, residents described the sometimes treacherous conditions residents must face to get to the nearest airport. Tiny King Cove is on the Alaska Peninsula, about 625 miles southwest of Anchorage.

Residents have to travel by boat for three or more hours or be evacuated by the Coast Guard or helicopter for urgent medical attention, they said. High winds and rough seas sometimes prevent travel by boat or plane, and a road would provide reliable transportation, the residents argued. A trip by car through the refuge would take about 40 minutes.

"It saddens me to see that my people could die because Salazar cares more about a bird than about a person," said Dustin Newman, a 15-year-old high school sophomore who tearfully described seeing his grandmother being evacuated by the Coast Guard because of a health emergency.

Fatal hot air balloon crash in Egypt under investigation

A hot air balloon crash near Luxor, Egypt, killed 19 foreign tourists. Two people, including one Egyptian, were also injured. Egyptian officials are investigating what cause the hot air balloon to ignite and crash.

A hot air balloon flying over Egypt's ancient city of Luxor caught fire and crashed into a sugar cane field on Tuesday, killing at least 19 foreign tourists, a security official said.

It was one of the worst accidents involving tourists in Egypt and likely to push the key tourism industry deeper into recession.

The casualties included French, British, Belgian, Hungarian, Japanese nationals and nine tourists from Hong Kong, Luxor Governor Ezzat Saad told reporters.

Three survivors of the crash ? two British tourists and one Egyptian ? were taken to a local hospital. One of those tourists, a British citizen, has now reportedly died.

Egypt's civil aviation minister, Wael el-Maadawi, suspended hot air balloon flights and flew to Luxor to lead the investigation into the crash.

According to the Egyptian security official, the balloon carrying at least 20 tourists was flying over Luxor early Tuesday when it caught fire, which triggered an explosion in its gas canister, then plunged at least 300 meters (1,000 feet) from the sky.

The balloon crashed into a sugar cane field outside al-Dhabaa village just west of Luxor, 510 kilometers (320 miles) south of Cairo, said the official, speaking on condition of anonymity because he was not authorized to talk to the media.

The security official said foul play has been ruled out.

An official with the state prosecutor's office said initial findings show that the accident occurred when the pilot's landing cable was caught around a helium tube. He spoke anonymously because the investigation is ongoing.

The head of Japan Travel Bureau's Egypt branch, Atsushi Imaeda, confirmed that four Japanese died in the crash. He said two were a couple in their 60s from Tokyo. Details on the other two were not immediately available.

In Hong Kong, a travel agency said nine of the tourists that were aboard the balloon were natives of the semiautonomous Chinese city. There was a "very big chance that all nine have perished," said Raymond Ng, a spokesman for the agency. The nine, he said, included five women and four men from three families.

They were traveling with six other Hong Kong residents on a 10-day tour of Egypt.

Ng said an escort of the nine tourists watched the balloon from the ground catching fire around 7 a.m. and plunging to the ground two minutes later.

In Britain, tour operator Thomas Cook confirmed that two British tourists were dead and two were taken to a hospital.

"What happened in Luxor this morning is a terrible tragedy and the thoughts of everyone in Thomas Cook are with our guests, their family and friends," said Peter Fankhauser, CEO of Thomas Cook UK & Continental Europe.

"We have a very experienced team in resort with the two guests in the local hospital, and we're providing our full support to the family and friends of the deceased at this difficult time," he said.

In Paris, a diplomatic official said French tourists were among those involved in the accident, but would give no details on how many, or whether French citizens were among those killed.

Speaking on condition of anonymity because he wasn't authorized to be publicly named according to government policy, the official said French authorities were working with their Egyptian counterparts to clarify what happened. French media reports said two French tourists were among the dead but the official wouldn't confirm that.

Hot air ballooning, usually at sunrise over the famed Karnak and Luxor temples as well as the Valley of the Kings, is a popular pastime for tourists visiting the area. Tickets for a hot air balloon ride per person are around 200 Egyptian pounds, or roughly $30.

The site of the accident has seen past crashes. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.

Egypt's tourism industry has been decimated since the 2011 uprising and the political turmoil that followed and continues to this day. Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.

Scared off by the turmoil and tenuous security following the uprising, the number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.

Magda Fawzi, whose company operates four luxury Nile River cruise boats to Luxor, said she expects the accident will lead to tourist cancellations. Tour guide Hadi Salama said he expects Tuesday's accident to hurt the eight hot air balloon companies operating in Luxor, but that it may not directly affect tourism to the Nile Valley city.

Poverty swelled at the country's fastest rate in Luxor, which is highly dependent on visitors to its monumental temples and the tombs of King Tutankhamun and other pharaohs. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.

In August, Egypt's Islamist President Mohammed Morsi flew to Luxor to encourage tourism there, about a month after he took office and vowed that Egypt was safe for tourists.

"Egypt is safer than before, and is open for all," he said in remarks carried by the official MENA news agency at the time. He was referring to the security situation following the 2011 ouster of autocratic leader Hosni Mubarak.

Deadly accidents caused by poor management and a decrepit infrastructure have taken place since Morsi took office. In January, 19 Egyptian conscripts died when their rickety train jumped the track. In November, 49 kindergarteners were killed when their school bus crashed into a speeding train because the railway guard failed to close the crossing.

The Muslim Brotherhood, Egypt's most powerful political force and Morsi's base of support, blames accidents on a culture of negligence fostered by Mubarak.

Lyoto Machida pulls out split-decision win over Dan Henderson at UFC 157

ANAHEIM, Calif. -- Lyoto Machida took a split decision over Dan Henderson in the co-main event at UFC 157 on Saturday. The judges saw it 29-28, 28-29, 29-28 for Machida.

Machida was elusive as usual in the first round, but Henderson was able to sneak in and land a few kicks and punches. At the end of the round, Machida took Henderson down with a leg trip and landed strikes.

The second round showed Machida still being elusive and keeping his distance from Henderson. Machida tried for a front kick several times, but couldn't land it. Meanwhile, Henderson couldn't land much.

Henderson is known for his big, overhand punches. Most of the time, when he throws it, it can mean the end of a fight. However, he had trouble getting close enough to Machida for the overhand to work.

In the third round, Machida moved in for a takedown but ended up with Henderson on top. Henderson used elbows from the top, but Machida was able to get out with less than two minutes left in the fight.

Before the fight, UFC president Dana White said that the winner of this bout will get the next title shot. UFC light heavyweight champion Jon Jones will put the title up against Chael Sonnen in April, but the next fight will likely go to Machida.

Machida was once the UFC light heavyweight champion, but lost the title to Rua in 2010. Since then, he has wins over Randy Couture and Ryan Bader, but losses to current champion Jon Jones and Quinton Jackson. It will be his third chance at the light heavyweight title. He won it with a knockout of Rashad Evans in 2009, but lost to Jones in 2011.

Henderson had a long layoff between fights. His last bout was one of the best in MMA history. In November of 2011, Henderson defeated Mauricio Rua in a five-round decision. Since then, Henderson had a fight lined up with Jones in September, but had to pull out at the last minute because of a knee injury. His record falls to 29-9. He's 42 years old, and against Machida, looked slow and old for the first time in his career.

Sony refreshed many of its mainstream Cyber-shot cameras at CES. Now that we're on the cusp of spring, the company is giving equal love to a trio of more specialized shooters arriving in the US. The 20.4-megapixel Cyber-shot HX300 superzoom easily bests its HX200V ancestor in the optics department with a 50X, 24-1,200mm equivalent lens that sports better stabilization, but the real allure is its autofocus speed: it can lock in twice as quickly at telephoto distances, giving us more reason to use all that extra reach. The WX300 compact zoom isn't quite as alluring on paper with its 18.2-megapixel sensor and 20X (25-50mm equivalent) lens, although it carries autofocus about 3.6 times speedier than the old HX30 while stuffing in WiFi for simpler photo sharing.

These two are joined by the TX30, an all-around improvement for last year's waterproof TX20 camera. While there isn't quite a revolution on the outside, the TX30 can survive twice the depth at 33 feet, carries a longer-zoomed 5X (26-130mm) lens and bumps the resolution to 18.2 megapixels. Both the TX30 and the HX300 will come first, hitting American shops in March at respective $350 and $500 prices. The WX300 will miss March break with its April release, but it will be the cheapest of the pack at $330.

Jamie Dupree's Washington Insider: Questions about automatic budget cuts

There are a lot of unknowns about the $85 billion in budget cuts known as the sequester which will kick in on March 1, and that's reflected in the questions coming in from readers and listeners, so let's go through a few that were in my inbox. ?One big issue, why do the cuts have to be across the board?

"Wouldn't it truly be up to the departments as to how to implement the cuts?" asked @soonertravis on Twitter.

That may make sense in the abstract, yes. The Congress would give the Pentagon a basket of money and the military would decide how to spend it, or it could be the Department of Transportation or Commerce.

But that's not how things work.

Instead, federal agencies must spend money as the Congress instructs, and these cuts are across the board in almost all spending areas, so everything must be cut by an equal amount.

Obviously, that means nothing is prioritized in terms of what is important and what can be chopped.

Some lawmakers have suggested approving a plan to give federal departments that kind of flexibility for the rest of this fiscal year, but it hasn't received a lot of support in the Obama Administration.

"I don't think it would help that much this far into the fiscal year," said Defense Undersecretary Robert Hale. "I think it's a bad deal, the flexibility."

Now on to one of the biggest stories of the past few days, the plans to furlough over 700,000 civilian defense workers at the Pentagon.

"Are the employees being furloughed with pay?" asked @upyouns.

As of now, no federal employees would be furloughed with pay, because the goal is to save money by furloughing them. ?For example, the Pentagon would save $4.86 billion by forcing civilian defense workers to take one furlough day a week from late April until the end of the fiscal year in September.

But - and this is important to note - in the past when federal employees have been subjected to furloughs because of budget fights or government shutdowns, often the employees got the days off and then were given retroactive pay, even though they didn't work.

"(A)re these real furloughs or are they being done for theatrics?" asked @code192man.

That is an issue for some in the Congress, who wonder if the they are hearing about a worst case scenario that won't really happen from some federal agencies, like the Pentagon. Soon enough, we should know the details of what will have to be cut by each agency.

Another oft-repeated question is, how can anyone know that $85 billion will be cut when the Congress hasn't passed a budget in four years?

"You're reporting from a "budget plan"- there's been no budget passed/approved for 4 years," said an aggravated @RufusKG on Twitter.

Please stick with me on this, because it is not really confusing.

What hasn't been passed for four years in Congress is a "budget resolution," which is a non-binding document that sets out the parameters of the budget. That resolution does not have the force of law. It is not signed by the President. ?It merely is a framework for the budget.

But, even if that budget resolution is not approved by the House and Senate, Congress can still vote on the spending bills for the federal budget, and that's what lawmakers have done, okaying omnibus budget bills and/or a stop-gap funding resolution to keep the government running.

But even when I tell people that, they tell me I'm still wrong.

Here is the omnibus budget bill that was approved in late 2011 - http://1.usa.gov/VvWADY?- read through it, and you will see that it funded the operations of the federal government for the Fiscal Year 2011.

And right now, the federal government is running on a temporary extension of what is basically that plan, funded at $1.047 trillion for the discretionary side of the budget (everything outside of Medicare and Social Security.)

So, yes Virginia, the budget has been approved by the Congress (it runs out on March 27). ?But, there is no non-binding budget resolution.

As for whether the sequester will mean $85 billion in cuts, it depends on who crunches the numbers as to how much is really cut this year, but there will be cuts.

Here is what the Congressional Budget Office has said about how much would be saved:

The provisions of the Budget Control Act that established automatic procedures to restrain discretionary and mandatory spending are set to take effect on March 1; if fully implemented, they will reduce total funding in 2013 by $85 billion. (The American Taxpayer Relief Act delayed the reduction by two months and reduced it by $24 billion.) CBO estimates that, in 2013, discretionary funding (which is provided through annual appropriations) will decline by $71 billion and funding for mandatory programs (which is not subject to annual appropriations) will be reduced by $14 billion, as a result of those procedures. By CBO?s estimate, budgetary resources for defense (other than spending for military personnel) will be cut by around 8 percent across the board, and nondefense funding that is subject to the automatic reductions will be cut by between 5 percent and 6 percent. ?According to that estimate, discretionary outlays will drop by $35 billion and mandatory spending will be reduced by $9 billion this year as a direct result of those procedures."

?

In other words, while the budget will drop by $85 billion overall, actual spending (outlays) will only go down by $35 billion on the discretionary budget and $9 billion on Medicare/Social Security because of previous spending decisions by the Congress.

We have time for one more question, and it's on a lot of minds.

"How about Congress? Do they get furloughed?" asked one of my listeners.

The answer is - no.

Elected officials and senior administration officials who had their nomination confirmed by the U.S. Senate cannot have their pay docked during a furlough.

One top defense officizal said last week that he would give up part of his check if furloughs go into effect; for Rep. Darrell Issa (R-CA), it won't matter, as he already gives his entire salary to charity.

As for cuts in staff at the congressional level, the details would be different for every lawmaker and each committee in the House and Senate, depending on how much was being spent so far this year.

Good grades could be contagious

Good grades could be contagious.

Students surrounded by friends who earn better grades than they do tend to see their own grades rise over the next year, according to a new study.

"The smarter that your friends are today, there's a higher chance for you to become smarter as well tomorrow," said study co-author Hiroko Sayama, a systems scientist at the State University of New York in Binghamton.

The findings, which were published online today (Feb. 13) in the journal PLOS ONE, suggest that academic achievement may be influenced by the? performance of your peers.

High school research

Sayama was participating in a program called NetSci, which paired high-school students from Maine-Endwell High School in Endwell, N.Y., with his research lab. The students came up with the idea of seeing how social networks affect grades.

Past work had shown that obesity is socially contagious, and people's emotional states also tend to spread through social networks.

To see if a similar trend happened with academic performance, the high schoolers had their 160 fellow classmates fill out a survey listing their best friends, close friends, acquaintances and relatives. They then got a list of each student's class rank from junior to senior year. (All the students were anonymized before their information was used for comparison.)

In general, students whose friends had a higher average class rank tended to see their own class rank rise from the junior to senior year in high school. The effect was modest: A student who ranked 100th among the class, and whose friends' average class rank was 50th, would rise about 10 to 15 spots. [Adolescent Angst: 10 Facts About the Teen Brain]

The high-school students who hung out with less-academic friends tended to see their grades fall over the same period.

Sayama noted, however, that the absolute top students in the class didn't see their grades fall even though their friends inevitably would have lower ranks.

Social contagion?

The findings suggest academic performance is a social contagion that travels through friend circles.

Peer groups may subconsciously influence behaviors like study habits, but overt peer pressure also could play a role. If your friend is acing her exams, for instance, you may think, "I need to work harder to keep up with my friends," Sayama told LiveScience.

It's also possible that kids hoping to improve in school choose better students, whom they admire, as friends. So those students' school performance improved due to motivation, not due to their friend circle, he said.

Studying high-school students from their own class "was a very innovative design," said Mark Pachucki, a scientist at the Boston-based Mongan Institute for Health Policy.

But while the team showed that grades are correlated in social networks, "it may be reaching a little bit too far to say that the paper provides evidence of social contagion," said Pachucki, who was not involved in the study.

Friends and acquaintances are connected in many complicated, subtle ways, so the researchers would need to use more sophisticated statistical techniques to rule out othercauses for the effect, such as sharing a new teacher, he said.

Updates location of epicenter; map locates an 8.0-magnitude earthquake that generated a 0.9 meter (3 feet) tsunami off the Solomon Islands

(AP) ? A strong aftershock rattled the Solomon Islands on Friday, hampering relief efforts to tsunami-ravaged villages and forcing the South Pacific nation's prime minister to forgo a visit to the stricken area where nine deaths have been confirmed.

Prime Minister Gordon Darcy Lilo was on a plane to Santa Cruz Island in the eastern Solomons to assess damage when the aftershock hit, said Silas Lilo, a spokesman for his office. The plane was forced to return to the capital Honiara.

Also aboard the 32-seater plane ? the first to attempt to reach the island since the disaster ? were shelter kits, water carriers, medical supplies and medical staff, said Andrew Catford, the Solomons country director for relief agency World Vision. The plane will try again to land on the island Friday afternoon, he said.

The 6.6-magnitude aftershock damaged roads on the island's main town of Lata and prevented aid workers already stationed there from reaching people on the coast, Catford said.

The aftershock, the most significant since the 8.0 earthquake that sparked Wednesday's tsunami, didn't produce any tsunami warnings itself.

"My staff said it felt stronger than the initial earthquake and people are very concerned. Most of Lata town was evacuated. It's like a ghost town," Catford said. "We've had over 115 aftershocks, but unlike all the others, this one moved vertically up and down. For the first time, it's created cracks in the roads."

Wednesday's earthquake triggered waves 1.5-meters (5-feet) tall that roared inland on Santa Cruz, damaging or destroying around 100 homes.

Catford said his agency now believes that 15 villages and about 6,000 people have been affected, many of them losing homes. Those estimates have risen from initial assessments, he said.

Five elderly villagers and a child who couldn't outrun the rushing water were killed, said George Herming, a spokesman for the prime minister. Three more bodies were found Thursday, but Herming said details of how those victims died were not immediately available.

A boat carrying relief officials was expected to reach Santa Cruz by Friday evening, Herming said.

The relentless aftershocks were forcing thousands of villagers who fled inland after the original quake to stay away from the coastline.

"Many of them have lost their homes and they have no shelter at the moment," Herming said. "They are still residing on high ground because of the fear of the aftershocks."

The Solomons comprise more than 200 islands with a population of about 552,000 people. They lie on the "Ring of Fire" ? an arc of earthquake and volcanic zones that stretches around the Pacific Rim and where about 90 percent of the world's quakes occur.

More than 50 people were killed and thousands lost their homes in April 2007 when a magnitude-8.1 quake hit the western Solomon Islands and a tsunami crashed into coastal villages.

Recovering 'Good Morning America' host Robin Roberts sets return

(Reuters) - "Good Morning America" host Robin Roberts will rejoin the ABC morning television show on February 20 after treatment for a rare blood disorder, the show said on Thursday.

Roberts' doctors deemed her healthy enough to return to work five months after receiving a bone marrow transplant to treat myelodysplastic syndrome, a bone marrow disorder triggered by treatment for breast cancer five years ago.

"I'm excited to rejoin my wonderful 'GMA' family," Roberts, 52, said in a note posted online on Thursday. "I'm also looking forward to thanking YOU ... for your many prayers and well wishes. Your compassion has been an enormous source of comfort to me and my family."

Roberts will begin appearing on an abbreviated schedule and eventually return to working five days a week, co-anchor Sam Champion said on the show.

Roberts revealed her illness in June and started medical leave in August.

Robert Shiller': Home Investment A Fad - Business Insider

Robert Shiller, the Yale economist who nailed the housing bubble before it burst, was on Bloomberg Television with Trish Regan and Adam Johnson on Wednesday afternoon to discuss the U.S. housing market.

As usual, Shiller was reluctant to declare that home prices had bottomed. He explained that the? housing market is a speculative one and that there's no telling which way prices would go tomorrow. He also explained that there wasn't much reason to believe that home prices would appreciate back to levels seen during the last cycle.

Regan followed up with a question that got Shiller perked up.

"Then why buy a home?" she asked. "People trap their savings in a home. They're running an opportunity cost of not having that money liquid to earn a better return in the market. Why do it?"

"Absolutely!" Shiller exclaimed. "Housing traditionally is not viewed as a great investment. It takes maintenance, it depreciates, it goes out of style. All of those are problems. And there's technical progress in housing. So, new ones are better."

These were some of the issues Shiller addressed in his classic book, "Irrational Exuberance."

He continued.

"So, why was it considered an investment? That was a fad. That was an idea that took hold in the early 2000's. And I don't expect it to come back. Not with the same force. So people might just decide, "Yeah, I'll diversify my portfolio. I'll live in a rental." That is a very sensible thing for many people to do."

Adam Johnson also noted that this was in line with Shiller's assessment that real U.S. home price appreciation from 1890 to 1990 was just about 0 percent. This is explained by the falling costs of construction and labor.

For people who can't wrap their heads around this, Shiller offers an analogy.

"If you think investing in housing is such a great idea, why not invest in cars?" he asked. "Buy a car, mothball it, and sell it in 20 years. Obviously not a good idea because people won't want our cars. It's the same with our houses. So, they're not really an investment vehicle."

Any homeowner knows that you can't sell a home with 30-year-old roofing, carpet, and kitchen appliances. Sure, the home price might go up, but you have to adjust for years of maintenance and renovations.

I am thinking of getting a vasectomy but I don?t want to mess up my race season or my health. How long will I need to take off running and lifting after the procedure? I?m less concerned about cycling and swimming, but that is also a factor. The medical literature says ?don?t bathe or swim for 48 hours?, ?take it easy for 2 or 3 days?, ?limit your activity for 5 days? and also ?strenuous exercise or lifting should be avoided for a total of 7 days?. (AP) ? CIA Director-designate John Brennan strongly defended anti-terror attacks by unmanned drones Thursday under close questioning at a protest-disrupted confirmation hearing. On a second controversial topic, he said that after reading a classified intelligence report on harsh interrogation techniques, he does not know if waterboarding has yielded useful information.

Despite what he called a public misimpression, Brennan told the Senate Intelligence Committee that drone strikes are used only against targets planning to carry out attacks against the United States, never as retribution for an earlier one. "Nothing could be further from the truth," he declared.

Referring to one American citizen killed by a drone in Yemen in 2011, he said the man, Anwar al-Awlaki, had ties to at least three attacks planned or carried out on U.S. soil. They included the Fort Hood, Texas, shooting that claimed 13 lives in 2009, a failed attempt to down a Detroit-bound airliner the same year and a thwarted plot to bomb cargo planes in 2010.

"He was intimately involved in activities to kill innocent men women and children, mostly Americans," Brennan said.

In a sign that the hearing had focused intense scrutiny on the drone program, Senate Intelligence Committee Chairman Dianne Feinstein, D-Calif., told reporters after the hearing that she thinks it may be time to lift the secrecy off the program so that U.S. officials can acknowledge the strikes and correct what she said were exaggerated reports of civilian casualties.

Feinstein said she and a number of other senators are considering writing legislation to set up a special court system to regulate drone strikes, similar to the one that signs off on government surveillance in espionage and terror cases.

Speaking with uncharacteristic openness about the classified program, Feinstein said the CIA had allowed her staff to make more than 30 visits to the CIA's Langley, Va., headquarters to monitor strikes, but that the transparency needed to be widened.

"I think the process set up internally is a solid process," Feinstein said, but added: "I think there's an absence of knowing exactly who is responsible for what decision. So I think we need to look at this whole process and figure a way to make it transparent and identifiable."

In a long afternoon in the witness chair, Brennan declined to say if he believes waterboarding amounts to torture, but he said firmly it is "something that is reprehensible and should never be done again."

Brennan, 57 and President Barack Obama's top anti-terrorism aide, won praise from several members of the committee as the day's proceedings drew to a close, a clear indication that barring an unexpected development, his confirmation as the nation's next head of the CIA is on track.

"I think you're the guy for the job, and the only guy for the job," said Sen. Jay Rockefeller, D-W.Va.

The panel will meet in closed session next week to permit discussion of classified material.

Brennan bristled once during the day, when Sen. James Risch, R-Idaho, accused him of having leaked classified information in a telephone call with former government officials who were preparing to make television appearances.

"I disagree with that vehemently," the nominee shot back.

Brennan made repeated general pledges to increase the flow of information to members of the Senate panel, but he was less specific when it came to individual cases. Asked at one point whether he would provide a list of countries where the CIA has used lethal authority, he replied, "It would be my intention to do everything possible" to comply.

He said he had no second thoughts about having opposed a planned strike against Osama bin Laden in 1998, a few months before the bombings of two U.S. embassies. The plan was not "well-grounded," he said, adding that other intelligence officials also recommended against proceeding. Brennan was at the CIA at the time.

Brennan was questioned extensively about leaks to the media about an al-Qaida plot to detonate a new type of underwear bomb on a Western airline. He acknowledged trying to limit the damage to national security from the disclosures.

On May 7 of last year, The Associated Press reported that the CIA thwarted an ambitious plot by al-Qaida's affiliate in Yemen to destroy a U.S.-bound airliner, using a bomb with a sophisticated new design around the one-year anniversary of the killing of Osama bin Laden. The next day, The New York Times and the Los Angeles Times reported that the would-be bomber was cooperating with U.S. authorities.

During Thursday's hearing, Risch and Sen. Dan Coats of Indiana were among those who contended Brennan had inadvertently revealed that the U.S. had a spy inside Yemen's al-Qaida branch when, hours after the first AP report appeared, he told a group of media consultants that "there was no active threat during the bin Laden anniversary because ... we had inside control of the plot."

The hearing was interrupted repeatedly at its outset, including once before it had begun. Eventually, Feinstein briefly ordered the proceedings halted and the room cleared of anyone except staffers and credentialed media.

Brennan is a veteran of more than three decades in intelligence work, and is currently serving as Obama's top counter-terrorism adviser in the White House. Any thought he had of becoming CIA director four years ago vanished amid questions about the role he played at the CIA when the Bush administration approved waterboarding and other forms of "enhanced interrogation" of suspected terrorists.

On the question of waterboarding, Brennan said that while serving as a deputy manager at the CIA during the Bush administration, he was told such interrogation methods produced "valuable information." Now, after reading a 300-page summary of a 6,000-page report on CIA interrogation and detention policies, he said he does "not know what the truth is."

The shouted protests centered on CIA drone strikes that have killed three American citizens and an unknown number of foreigners overseas.

It was a topic very much on the mind of the committee members who eventually will vote on Brennan's confirmation.

In the hours before the hearing began, Obama ordered that a classified paper outlining the legal rationale for striking at U.S. citizens abroad be made available for members of the House and Senate intelligence panels to read.

It was an attempt to clear the way for Brennan's approval, given hints from some lawmakers that they might hold up confirmation unless they had access to the material.

Sen. Ron Wyden, D-Ore., said he was encouraged when Obama called him on the telephone to inform him of his decision. But he said that when he went to read the material he became concerned the Department of Justice "is not following through" on the presidential commitment. Prodded to look into the matter, Brennan said he would.

Wyden made the drone strikes the main focus of his time to question Brennan, asking at one point what could be done "so that the American people are brought into this debate and have a full understanding of what rules" are for their use.

Brennan said the day's hearings were part of that effort, and he said he backs speeches by officials as a way to explain counter-terrorism programs. He said there is a "misimpression by the American people" who believe drone strikes are aimed at suspects in past attacks. Instead, he said, "we only take such actions as a last resort to save lives" when there is no other alternative in what officials believe is an imminent threat.

Fewer than 50 strikes took place during the Bush administration, while more than 360 strikes have been launched under Obama, according to the website The Long War Journal, which tracks the operations.
