(AP) ? A high-value target survives two attempts on her life. After recovering from multiple gunshot wounds, she is secretly moved to an undisclosed location in hopes that the killers won't track her down again.

This isn't a Hollywood thriller about a hunted witness in a police protection program. It is the tale of Phila, one of a growing number of rhinoceroses that survive horrific injuries during attempts by poachers to hack off their horns. With her horns still intact, Phila is a rare survivor of a surge in rhino killings in South Africa, home to most of the world's rhinos.

In a new push, veterinarians are racing to learn more about rhino anatomy so they can swiftly treat survivors of attacks by poachers whose arsenal includes assault rifles and drug-tipped darts. The obstacles are funding, a dearth of past research and the logistics of helping fearsome-looking behemoths that are easily traumatized if moved from their habitat.

There are "suddenly a lot of live rhinos needing medical attention," said Dr. Katja Koeppel, senior veterinarian at the Johannesburg Zoo, where Phila spent two years before her surreptitious return to a game reserve in November. She cautioned that treatments for rhinos are inexact: "We know very little about rhinos. We treat them as a large horse."

The South African government says a record 668 rhinos were killed in the country in 2012, an increase of nearly 50 percent over the previous year. Demand is growing in Vietnam and elsewhere in Asia where rhino horn is believed to have medical benefits despite evidence to the contrary. The horn is made of keratin, a protein also found in human fingernails.

Veterinarians say there are no reliable statistics for the number of rhinos injured by poachers, partly because some game reserve owners prefer to keep quiet for fear other criminals will flock to any location known to harbor rhino. Those involved in the protection of rhinos are skittish, and suspicion that people are colluding with poachers is plentiful.

One of Phila's guardians refused to talk to The Associated Press on the telephone, saying: "I don't know who you are."

Dr. Georgina Cole, a veterinarian at the Johannesburg Zoo, said she knew of 10 rhinos that survived poaching attacks in South Africa in the past year, and she believes the unreported number is much higher.

Dr. Johan Marais, an equine and wildlife surgeon at the University of Pretoria, said a "conservative" estimate of rhino survivors is 40 to 60 a year. Marais predicted: "As the amount of poaching goes up, we'll probably get more and more of these survivors."

Marais said he recently visited a rhino that still had bullet pieces in its flesh from a shooting a year ago. The rhino suffered lingering wound infections. While a few lucky rhinos elude their shooters, others survive a grislier fate: being shot with a tranquilizer dart and having their horns hurriedly carved out of their faces while they are unconscious.

"Guys are calling us up and saying, 'Listen, I have a rhino that was poached and its horn has been hacked off. It's alive. Can you please come and fix it,'" said Marais, who seeks funding for CAT scan software to map the head of the white rhino. Three-dimensional images of facial muscles, nerves, blood vessels and the sinuses around the horns would make surgical treatment easier.

In February 2011, Dr. William Fowlds, a wildlife veterinarian, was summoned to a game reserve in South Africa's Eastern Cape province where Geza, a rhino, had lost its horns to machete-wielding poachers. The rhino was clinging to life.

"In a small clearing enclosed by bush, stood an animal, hardly recognizable as a rhino. His profile completely changed by the absence of those iconic horns attributed to no other species," Fowlds wrote in an emotional account. "More nauseating than that, the skull and soft tissue trauma extended down into the remnants of his face, through the outer layer of bones, to expose the underlying nasal passages."

After consultations, he euthanized Geza with a dart containing an overdose of anesthetics.

Phila, the rhino that recently left the Johannesburg Zoo, was shot a total of nine times on two separate occasions and suffered injuries to her sinus cavity, nose and shoulder area, and she lost hearing in her right ear, according to veterinarians. Despite the heavy injuries, Phila escaped from poachers in both attacks.

Although some bullet fragments could not be removed, she recovered after six months of treatment with antibiotics, as well as a medicinal spray and fly repellent for her wounds. It took another year and a half before her handlers settled on a location in the wild where they thought she would be safe from poachers.

Still, Phila's departure from the zoo was conducted without publicity because of fears that poachers might infiltrate the zoo or hijack the vehicle transporting her to a game reserve. There are reports of poachers offering more than $1,000 just for a tip about where to find a rhino.

In November 2011, the University of Pretoria hosted a workshop for more than 80 veterinarians who discussed the care of injured rhinos, post-mortem methods and the collection of blood samples whose analysis can guide treatment. One research goal is to be able to make hard choices about whether to try to save an injured rhino, or resort to euthanasia.

Facial gouging is not always fatal, but what seem like minor injuries can be. A rhino sedated by poacher darts might lie too long on its side, causing myopathy ? or muscle damage ? because the tremendous weight of the rhino's body reduces blood flow. Myopathy can kill rhinos, Cole said.

Frederick Selous a British hunter and conservationist who died in 1917 wrote how rhinos die quickly if shot through both lungs or the upper part of the heart, but said they "will go on to all eternity" if shot from in front, and the bullet only perforates one lung. He also wrote about the elemental role of the horn in the mother-offspring relationship.

"A small calf always runs in front of its mother, and she appears to guide it by holding the point of her horn upon the little animal's rump; and it is perfectly wonderful to note how in all sudden changes of paces, from a trot to a gallop or vice versa, the same position is always exactly maintained."

This month, the Endangered Wildlife Trust, a South Africa-based conservation group, said it was recently called to help rescue a 2-month-old rhino that lost its mother to poachers and suffered 18 deep lacerations on her face. The group believes the gang slashed at the baby, whose horns have not yet grown out, because it tried to return to its dead mother while they were removing its horn.

The calf, the trust says, is doing well.

Standard written checklists can improve patient safety during surgical crises

Jan. 18, 2013 ? When doctors, nurses and other hospital operating room staff follow a written safety checklist to respond when a patient experiences cardiac arrest, severe allergic reaction, bleeding followed by an irregular heart beat or other crisis during surgery, they are nearly 75 percent less likely to miss a critical clinical step, according to a new study funded by the U.S. Department of Health and Human Services' Agency for Healthcare Research and Quality.

While the use of checklists is rapidly becoming a standard of surgical care, the impact of using them during a surgical crisis has been largely untested, according to the study published in the January 17 online and print issue of the New England Journal of Medicine.

"We know that checklists work to improve safety during routine surgery," said AHRQ Director Carolyn M. Clancy, M.D. "Now, we have compelling evidence that checklists also can help surgical teams perform better during surgical emergencies."

Surgical crises are high-risk events that can be life threatening if clinical teams do not respond appropriately. Failure to rescue surgical patients who experience life-threatening complications has been recognized as the biggest source of variability in surgical death rates among hospitals, the study authors noted.

For this randomized controlled trial, investigators simulated multiple operating room crises and assessed the ability of 17 operating room teams from three Boston area hospitals -- one teaching hospital and two community hospitals -- to adhere to life-saving steps for each simulated crisis.

In half of the crisis scenarios, operating room teams were provided with evidence-based, written checklists. In the other half of crisis scenarios, the teams worked from memory alone. When a checklist was used during a surgical crisis, teams were able to reduce the chances of missing a life-saving step, such as calling for help within 1 minute of a patient experiencing abnormal heart rhythm, by nearly 75 percent, the researchers said.

Examples of simulated surgical emergencies used in the study were air embolism (gas bubbles in the bloodstream), severe allergic reaction, irregular heart rhythms associated with bleeding, or an unexplained drop in blood pressure.

Each surgical team consisted of anesthesia staff, operating room nurses, surgical technologists and a mock surgeon or practicing surgeon.

"For decades, we in surgery have believed that surgical crisis situations are too complex for simple checklists to be helpful. This work shows that assumption is wrong," said Atul Gawande, M.D., senior author of the paper, a surgeon at Brigham and Women's Hospital and professor at the Harvard School of Public Health. "Four years ago, we showed that completing a routine checklist before surgery can substantially reduce the likelihood of a major complication. This new work shows that use of a set of carefully crafted checklists during an operating room crisis also has the potential to markedly improve care and safety."

Hospital staff who participated in the study said the checklists were easy to use, helped them feel more prepared, and that they would use the checklists during actual surgical emergencies. In addition, 97 percent of participants said they would want checklists to be used for them if a crisis occurred during their own surgery.

The practice of using checklists is borrowed from high-risk industries such as aviation and nuclear power, where checklists have been tested in simulated settings and shown to improve performance during unpredictable crisis events.

New insights on drought predictions in East Africa

Jan. 18, 2013 ? With more than 40 million people living under exceptional drought conditions in East Africa, the ability to make accurate predictions of drought has never been more important. In the aftermath of widespread famine and a humanitarian crisis caused by the 2010-2011 drought in the Horn of Africa -- possibly the worst drought in 60 years -- researchers are striving to determine whether drying trends will continue.

While it is clear that El Ni?o can affect precipitation in this region of East Africa, very little is known about the drivers of long-term shifts in rainfall. However, new research described in the journal Nature helps explain the mechanisms at work behind historical patterns of aridity in Eastern Africa over many decades, and the findings may help improve future predictions of drought and food security in the region.

"The problem is, instrumental records of temperature and rainfall, especially in East Africa, don't go far enough in time to study climate variability over decades or more, since they are generally limited to the 20th century," explains first author Jessica Tierney, a geologist at the Woods Hole Oceanographic Institution (WHOI). Tierney and her colleagues at WHOI and the Lamont-Doherty Earth Observatory of Columbia University used what is known as the paleoclimate record, which provides information on climate in the geologic past, to study East African climate change over a span of 700 years.

The paleoclimate record in East Africa consists of indicators of moisture balance -- including pollen, water isotopes, charcoal, and evidence for run-off events -- measured in lake sediment cores. Tierney and her colleagues synthesized these data, revealing a clear pattern wherein the easternmost sector of East Africa was relatively dry in medieval times (from 1300 to 1400 a.d.), wet during the "Little Ice Age" from approximately 1600 to 1800 a.d., and then drier again toward the present time.

Climate model simulations analyzed as part of the study revealed that the relationship between sea surface temperatures and atmospheric convection in the Indian Ocean changes rainfall in East Africa. Specifically, wet conditions in coastal East Africa are associated with cool sea surface temperatures in the eastern Indian Ocean and warm sea surface temperatures in the western Indian Ocean, which cause ascending atmospheric circulation over East Africa and enhanced rainfall. The opposite situation -- cold sea surface temperatures in the western Indian Ocean and warmer in the East -- causes drought. Such variations in sea-surface temperatures likely caused the historical fluctuations in rainfall seen in the paleorecord.

The central role of the Indian Ocean in long-term climate change in the region was a surprise. "While the Indian Ocean has long been thought of as a 'little brother' to the Pacific, it is clear that it is in charge when it comes to these decades-long changes in precipitation in East Africa," says Tierney.

Many questions remain, though. "We still don't understand exactly what causes the changes in sea surface temperatures in the Indian Ocean and the relationship between those changes and global changes in climate, like the cooling that occurred during the Little Ice Age or the global warming that is occurring now," says Tierney. "We'll need to do some more experiments with climate models to understand that better."

In the past decade, the easternmost region of Africa has gotten drier, yet general circulation climate models predict that the region will become wetter in response to global warming. "Given the geopolitical significance of the region, it is very important to understand whether drying trends will continue, in which case the models will need to be revised, or if the models will eventually prove correct in their projections of increased precipitation in East Africa," says co-author Jason Smerdon, of the Lamont-Doherty Earth Observatory.

While it's currently unclear which theory is correct, the discovery of the importance of the Indian Ocean may help solve the mystery. "In terms of forecasting long-term patterns in drought and food security, we would recommend that researchers make use of patterns of sea surface temperature changes in the Indian Ocean rather than just looking at the shorter term El Ni?o events or the Pacific Ocean," says Tierney.

In addition, Tierney and her colleagues lack paleoclimate data from the region that is most directly affected by the Indian Ocean -- the Horn of Africa. The paleoclimate data featured in this study are limited to more equatorial and interior regions of East Africa. With support from National Science Foundation, Tierney and her colleagues are now developing a new record of both aridity and sea surface temperatures from the Gulf of Aden, at a site close to the Horn.

"This will give us the best picture of what's happened to climate in the Horn, and in fact, it will be the first record of paleoclimate in the Horn that covers the last few millennia in detail. We're working on those analyses now and should have results in the next year or so," says Tierney.

This research was based on work supported by the National Science Foundation and the National Oceanic and Atmospheric Administration (NOAA).

    House Republicans search for unity, strategy on fiscal battles ahead

    WASHINGTON (Reuters) - With more fights over the budget deficit just weeks away, House Republicans face their own internal debate over whether to play hardball to try to extract spending cuts from President Barack Obama.

    Members expect to air their differences at a two-day retreat in Williamsburg, Virginia, that started on Wednesday.

    But with three crucial confrontations ahead of them, starting with whether to raise the government's debt ceiling next month, Republicans have yet to settle on a strategy to avoid a repeat of the beating they took in the ragged conclusion of the "fiscal cliff" controversy.

    That ended with the majority of Republicans in the House of Representatives and even some party leaders voting against a deal brokered in part by Senate Republican leader Mitch McConnell to raise some taxes on the most affluent.

    "At the end of the day, if the leadership table is not united, there is no way the conference will be," said Republican Representative Tom Cole of Oklahoma, who said he is worried about divisions within the party.

    "This is going to be a great session for our leadership to listen to what everybody has got to say and to understand that a good strong team is the best team to put on the field," said Republican Representative Lynn Westmoreland of Georgia, a member of the Tea Party caucus, a group of conservative lawmakers.

    The Republican Party has little time to spare.

    Its first test will come in mid-February when the Treasury runs out of tools to stave off a debt default without congressional authorization to raise the government's borrowing limit. Some Republicans say they won't vote to raise the debt ceiling unless there is an equal amount of spending cuts.

    That will be followed in the first week of March by the unfinished business of the "sequester," automatic spending cuts that were postponed by two months in the January 1 fiscal cliff deal.

    Finally, on March 27, Congress will have to vote to continue funding the government or face a possible shutdown.

    Republicans, who have a majority in the House, could attempt to use any or all of these deadlines for leverage in their long struggle to get spending cuts from Obama and his Democrats, who control the Senate.

    CONFLICTING ADVICE

    In Williamsburg, Republican leaders are expected to lay out several options, including use of the debt ceiling as a bargaining chip, according to a House Republican aide.

    So far, congressional Republicans have gotten little firm guidance from their leaders in the House or Senate on how to handle the challenges ahead. They are also being buffeted by conflicting advice from influential conservative organizations.

    Hardliners are bolstered by interest groups like the Club for Growth, which backs conservative candidates in primaries in an attempt to purge the party of moderates.

    The Heritage Foundation, a conservative think tank now headed by former Republican Senator Jim DeMint, is also urging Republicans in a statement on its website to "not raise the debt ceiling" without extracting "immediate reforms" toward balancing the federal budget.

    But Tim Phillips, president of Americans for Prosperity, a non-profit funded by billionaire brothers Charles and David Koch, questioned the effectiveness of standoffs with Obama over the debt ceiling, saying in an interview with Reuters that they tend to produce tax increases immediately and only unenforceable promises of spending cuts down the road.

    He said he did not advocate "rolling over" on the debt ceiling but thought too much attention was focused on that particular point of leverage.

    "We believe the sequester that's coming up" and the vote in late March over funding the government "are just better, cleaner fights," Phillips said. They could produce "enforceable spending cuts" without giving Democrats a chance to push for tax increases as part of some larger bargain.

    At a recent meeting of freshmen and veterans, new members took a hardline on the debt ceiling while veterans, even some members of the first Tea Party class of 2010, urged moderation, said an aide to a prominent House Republican who asked not to be identified.

    "A battle is expected at the retreat over this," the aide said.

    Freshman Republican congressman Luke Messer of Indiana said that "we have to get aggressive about spending right now. From my perspective, I want to use every lever we can to try to bring runaway spending under control."

    Asked whether he would be OK with putting government in a position where it had to start shutting down operations to pay its debts, he said: "In any negotiation, it's very difficult to get very far if you're not willing to live with the consequences of not having a deal."

    In response to Obama's vow not to negotiate over the debt ceiling, Republican House Speaker John Boehner said this week that "the American people do not support raising the debt ceiling without reducing government spending at the same time."

    But in a recent Wall Street Journal interview he hinted that using the debt ceiling may not be the best strategy to extract spending cuts.

    Republican willingness to support the sequester - automatic spending cuts that kick in on March 1 without lawmaker action - is "as much leverage as we're going to get," Boehner said.

    McConnell, in an opinion piece Wednesday in the conservative journal National Review, said: "Any sensible debt-limit increase must involve cuts to Washington spending."

    Many House Republicans complained during the cliff negotiations of closed-door discussions involving the leadership from which they were left out and uninformed.

    Ultimately, they rebelled, refusing to support an alternative tax and spending "Plan B" presented to them by Boehner as he sought to gain some leverage in his bargaining with Obama.

    A-Rod has hip surgery; recovery time 6 months

    NEW YORK (AP) ? Alex Rodriguez had surgery on his left hip Wednesday and is expected to be sidelined until after the All-Star break.

    The New York Yankees said Dr. Bryan Kelly repaired a torn labrum and impingement and the operation at the Hospital for Special Surgery in New York "went as planned and without complication."

    The 37-year-old former All-Star third baseman is expected to be released from the hospital on Thursday and the anticipated time for a full recovery is six months. The Yankees signed free agent Kevin Youkilis this offseason to play third base while Rodriguez is out.

    "Hopefully his surgery went well and he gets back as soon as possible," Yankees captain Derek Jeter said in Tampa, Fla. "I don't know the details of how it usually takes, but you just want to make sure he's healthy."

    Kelly said last week that Rodriguez had a condition known as femoral acetabular impingement and it was caused by genes, not by steroids. Rodriguez admitted in 2009 that he used steroids while with the Texas Rangers from 2001-03.

    Kelly said the injury was responsible for Rodriguez's poor performance in September and October, when A-Rod was benched in three of nine postseason games and pinch hit for in three others. He batted .120 (3 for 25) with no RBIs in the playoffs, including 0 for 18 with 12 strikeouts against right-handed pitchers.

    Rodriguez is due $114 million over the next five years as part of his record $275 million, 10-year contract, so his health is a major concern for the Yankees.

    Describing the bone meeting the socket, Kelly said "we're basically taking an egg-shaped femoral head and through the use of a camera, a motorized burr and Fluoroscopic imaging, we're reshaping the bone to a predetermined shape."

    A 14-time All-Star, Rodriguez had right hip surgery on March 9, 2009, and returned that May 8. Kelly said the left hip requires more recovery time because Rodriguez is a right-handed hitter and rotates it when he swings.

    According to a report by Envision IP, which is an intellectual property research firm, Zynga has acquired a number of new patents over the past year, with emphasis on gambling. In just a year, Zynga?s patent portfolio has expanded from 1 patent and 9 pending to 89 patents and 36 pending. Maulin Shah, Managing Director of Envision, told All Things Digital that Zynga acquired around 38 or so patents from Walker Digital, and of these 38 patents, 33 are related to casino gaming and gambling technologies.

    The casino gaming and gambling patents relate to technology that enables users to place wagers, team play with a casino slot club, and making payouts based on predefined rules among others. Shah further said that Zynga probably found it prudent to get some patents before they entered the online gambling space.

    This is not all. According to a report from All Things Digital last month, Zynga launched two landing pages in the U.K., which are likely to become home to 180 casino games.

    The acquisition of patents from Walker Digital suggests that Zynga is going all-out as it looks to launch real money gaming. This is not surprising considering that the company?s future relies heavily on the success of real money gaming operations.

    PST: Rapinoe's first day with Lyon

    Yesterday, Lyon Feminine made it official, announcing the short-term capture of U.S. Women?s National Team starlet Megan Rapinoe. The club?s president followed with his own message, Rapinoe posted pics with the new boss, but it wasn?t until seeing?these pictures of Rapinoe in training that it really set in. Megan Rapinoe?s going to be playing in France this winter.

    I feel like I?m more intrigued by this than most. Lyon is the best team in the world (best club team of all-time?) with a loaded roster. Just training with the club will offer Rapinoe opportunities she can?t get outside of national team camps.

    Lyon?s the two-time defending UEFA Champions League winners and are heavy favorites to make it three in a row. Along the way, they?ll have to defeat Swedish power Malm?, (likely) French rival Juvisy, then either German leaders Wolfsburg or defending English champions Arsenal.?Those are five games with a level of play that?s unlikely to be replicated in the new National Women?s Soccer League.

    Combined with matches against Juvisy, Paris Saint-Germain, and Montpellier in France,?Rapinoe?s going to get more quality soccer than any of her NWSL-based peers.

    Then there?s the money. Terms of Rapinoe?s deal haven?t been made public, but Lyon?s probably got the highest payroll in the world. Six-figure deals are not uncommon amongst their stars, and over the half-season Rapinoe plays in France, she may end up earning more money than she would have made over 22 games in the NWSL (given her time with Lyon, she will likely miss the start of the domestic season).

    NOTE: One reader via Twitter pointed to a report that has Rapinoe making around ?4,000 per month, which would be an annual salary of just over $60,000.

    This all assumes Rapinoe gets the playing time we expect. She should, but Lyon has nine international-quality midfielders and attackers, many of whom feature for the talented (if mercurial) French national team. If Rapinoe doesn?t assimilate quickly, it?s not?inconceivable?she?ll end up on Patrice Lair?s bench.

    Still, it?s an amazing opportunity, one more of her teammates should be leveraging. While the NWSL needs prominent national team stars to draw fans, a number of players are at crucial points in their development. Opportunities like Lyon?s will make them better players. Failing to take advantage of them could stunt the development of players like Tobin Heath, Lauren Cheney, Sydney Leroux and (yes, even) Alex Morgan.

    Rapinoe?s a few years older than that group, but he game is still maturing. The competition at Lyon will bring the best out of her.

    Irving office tower sale to KBS Real Estate is closed | Biz Beat Blog

    The Las Colinas office tower sold for $46.3 million. (KBS Real Estate)

    KBS Real Estate Investment Trust said Monday that it has completed its purchase of the Tower on Lake Carolyn office building in Irving.

    The 19-story, 364,366-square-foot Las Colinas building is more than 80 percent leased.

    California-based KBS paid $46.3 million to buy the tower from CBRE Strategic Partners in a deal brokered by Eastdil Secured.

    ?We love operating top-tier properties in promising locations like the Las Colinas Urban Center,? Ken Robertson, senior vice president and asset manager of KBS Realty Advisors, said in a statement.

    KBS now owns 11 properties in the Dallas-Fort Worth area with more than 3.3 million square feet.

    School Board Member Runs Into Teen With Car - Business Insider

    A school board member in Georgia was arrested after allegedly hitting a 17-year-old with her SUV in a dispute over a parking space at Walmart, according to WBSTV.

    WBSTV reported the teen girl was standing in a parking spot to hold it for a friend who had just given birth when Angela Cornett told her to move.?

    The teen told police she refused and then, Cornett allegedly hit her with the car. Cornett's side of the story is that the girl leaned into her car.?

    The teen didn't have any serious injuries, just a few cuts and scrapes.?

    Cornett was taken to jail and charged with misdemeanor reckless conduct. She also resigned from her school board post.?

    British public in the dark over the Green Deal, says ECA

    A YouGov poll commissioned by the Electrical Contractors? Association (ECA) reveals that an astounding 98 per cent of the British public say they do not fully understand the Green Deal and how it works. A staggering 62 per cent have never even heard of the scheme, despite this being the Government?s flagship energy saving initiative.

    However, after explaining the Green Deal scheme*, the figures also showed that approximately 53 per cent of people would be interested in participating in the scheme that ensures energy bills that are equal to or cheaper than their current bills, with no upfront costs ? effectively what the new scheme offers. Only 16 per cent said they had no interest at all in participating in the Green Deal.

    Steve Bratt, ECA Group CEO says: ?The results from this survey demand urgent action from Government and others to boost public awareness ? and interest ? in the Green Deal, which launches at the end of January, According to DECC, the Green Deal could be Britain?s biggest home improvement project since the Second World War, yet the public seem totally oblivious to it.

    It could be a massive opportunity for the public and the big and small businesses who want to take part. However, even when the Green Deal is outlined to them, only around half of respondents seem interested despite the prospect of lower energy bills. This suggests much more needs to be done to communicate the benefits to customers.?

    Launching on 28 January, the Green Deal offers cheaper energy bills to homes and businesses by providing energy efficiency improvements, usually with no upfront spend. Work is paid for over time through the electric bill, but payments are designed to ensure that longer term cash savings should outweigh the costs.

    Bratt continues: ?With continually rising energy prices, the public are crying out for ways to get their energy bills under control. The fact that they don?t understand that the Green Deal can do this is extremely worrying. This is potentially a very good initiative, but it will fail unless the public are switched on to it.?

    The Green Deal is supported by an ?early adopter? incentive. The first customers to take up the scheme will receive up to ?1,000 cashback on their energy saving upgrades, further reducing loan payments. The scheme is also to be backed by a Government marketing campaign, but the ECA warns that every effort must be made to promote the scheme or it will be too little, too late.

    Bratt concludes: ?The Green Deal, and those wanting to be part in it, needs proactive Government support. The extensive list of eligible energy saving and renewable energy measures can help everyone benefit from cheaper energy bills. But without proper backing, millions of people will lose out on making affordable energy savings.?

    The Green Deal is an initiative from DECC to improve energy efficiency in buildings and the scheme provides finance for energy efficiency improvements, from insulation and double glazing, to potentially fast payback measures like LED lighting systems.

    Upfront finance for installing energy saving measures is provided by approved ?Green Deal Providers?, with homeowners steadily paying back the loan through their electric bills and repayments will be no more than what a typical building should save in energy costs.

    All figures, unless otherwise stated, are from YouGov Plc. Total sample size was 2045 adults. Fieldwork was undertaken between 17th-19th December 2012. The survey was carried out online. The figures have been weighted and are representative of all GB adults (aged 18+).

    *Explanation provided in survey: The 'Green Deal' is a Government scheme where consumers can make energy-saving improvements to their homes and businesses. The cost of the improvements is then spread out through their regular energy bill. Because of the energy-saving from the improvements, the customer?s energy bill will then either be equal to or less than their current one.
