SEOUL?? Thousands of South Korean and U.S. troops opened annual war games today against the background of strident rhetoric from North Korea.
The verbal blasts from Pyongyang appeared considerably more inflammatory than usual, raising searching questions as to the nature and intentions of a regime now ostensibly led by the untested third-generation heir to the North's ruling dynasty.
U.S. and Korean analysts worry about the meaning of the threats from North Korea as the country?s youthful new leader Kim Jong Un asserts his authority in increasingly strong terms. The critical question is whether the rhetoric is just a somewhat louder version of the denunciations regularly fired by North Korea during war games before the death of Kim?s father, Kim Jong Il in December.
"We don't know if Kim Jong Un plays by the same playbook or by something wholly different given his lack of experience and the need to legitimize himself as a 'strong' leader," says Victor Cha, who directed Asian affairs for the National Security Council during the presidency of George W. Bush.
Cha says he's watching "with greater apprehension any negative rhetoric coming out of the North. Before, we could chalk it up to typical North Korean tactics."
'Ready to fight' Tensions escalated Monday as thousands of U.S. and South Korean troops opened two weeks of war games. Pyongyang?s Korean Central News Agency declared its forces "ready to fight a war" in which "the war mongers will meet destruction."
N.Korea says Kim Jong Un spearheaded past nuke testing
Kim Jong Un, in the role of "supreme commander" that he has had since his father died in December, vowed "powerful retaliatory strikes" if U.S. and South Korean troops enter North Korean waters.
Mr. Kim made the threat in a visit to a military unit by the Yellow Sea last weekend, evoking memories of the artillery barrage on nearby Yeonpyeong Island in November 2010 in which two South Korean marines and two civilians died. North Korea accused the South Koreans, who were conducting military exercises at the time, of opening fire on their territory.
By staging the current exercises, said the Korean Central News Agency, U.S. and South Korean forces were "guilty of unpardonable infringement upon the sovereignty of North Korea."
The U.S. command has been careful to stress the harmless nature of the exercises in which as many as 200,000 South Korean troops and several thousand Americans conduct exercises more often than not on computers. The command said the exercises -? called Key Resolve -? were "entirely non-provocative in nature."

North Korea fired its loudest rhetorical barrages after two days of talks in Beijing last week between the new U.S. envoy on North Korea, Glyn Davies, and the veteran North Korean negotiator Kim Kye Gwan. Mr. Davies, stopping here on the weekend, said the talks were "serious" and "substantive" and had made "a little progress" but did not go into details.
Hot-and-cold rhetoric
A spokesman for North Korea?s foreign ministry, explaining the hot-and-cold nature of its rhetoric, said Monday the North was "fully ready for dialogue and war" -? an ambivalent remark that suggested uncertainty among North Korean leaders.
It was North Korea, not the United States, that requested the talks, apparently to see about getting direly needed food aid, but North Korean rhetoric indicated the North was not about to yield to demands for signs of giving up its nuclear program. Instead, on Saturday, the North put out a reminder of the danger posed by long-range missiles capable of carrying warheads with a statement to the effect that "the U.S. is sadly mistaken if it thinks it is safe as its mainland is far across the ocean."
Scott Snyder, director of U.S.-Korea policy at the Council on Foreign Relations, assumes "the two sides failed to come to terms" in the Beijing talks but holds out hopes for eventually returning to six-party talks on the North?s nuclear program, last held in Beijing in 2008. The question, he says, is whether "something different has developed in North Korea?s leadership transition" -? possibly pressure to show military strength.

"North Korean rhetoric has always been way over the top," says David Straub, former Korea desk officer at the State Department. "Recently, however, the tone and the threats seem, if anything, even more menacing."
In view of North Korea?s nuclear tests in 2006 and 2009 and "uncertainties surrounding the new leadership," says Straub, associate director of Korea studies at Stanford, the U.S. and South Korea "need to be even more militarily vigilant than usual." At the same time, he cautions, "they need to take care not to gratuitously offend or give excuses to North Korea by word or by deed."
Martial arts display
Against the backdrop of strident rhetoric from the North, the agency responsible for the president?s security put on the display of defensive expertise Monday. Martial arts experts battered one another, armored black limousines roared and screeched, and explosions crackled on cue in front of the Blue House, the office and residential complex of South Korea's President Lee Myung-bak.
"We are well prepared to deal with any provocation. We are watching very seriously," says Eo Cheong-soo, chief of the presidential security service, as he watched his men.
Also in attendance was South Korean Lt. Gen. Shin Hyun-don, who said he was not worried. There was "no sign of North Korean troop movements," he says. "There?s always more of a threat. We go on preparing more defense."

The faster-than-light neutrinos seen by the OPERA particle physics experiment last year may have just been explained. By a loose cable. I wish I was joking.
To back up a little, the OPERA collaboration based at the Gran Sasso laboratory underneath the mountain of the same name in Italy published a paper to pre-print server arxiv.org last September saying that they had seen neutrinos, a type of sub-atomic particle, travel faster than the speed of light. They recorded neutrinos, which had travelled from CERN, Geneva, through the Earth to Gran Sasso, Italy, arriving at the laboratory 60 nanoseconds faster than they would had they travelled at the speed of light.
Since then, scientists around the world have been collectively scratching their heads and publishing papers that tended to fall into one of two categories: suggesting an error with the experiment (such as the clocks at the two laboratories not being synchronised properly), or suggesting an addition to the current theory of particle interactions that could explain the strange result (for example, a new dimension that the neutrinos could have skipped through to make their journey shorter ? so they would have never actually travelled faster than light at any point).
But I don?t think anyone expected it to be something as simple as this.
Today, Science is reporting that a fibre optic cable connecting a GPS receiver and an electronic card in a computer was loose. They go on:
After tightening the connection and then measuring the time it takes data to travel the length of the fibre, researchers found that the data arrive 60 nanoseconds earlier than assumed
This news (though still unconfirmed) rather casts a shadow over another recent explanation, involving something slightly less ridiculous.
In a paper published in journal Astronomy & Astrophysics, Claudio Germana of the Astronomical Observatory of Padova, Italy, suggests that there was a problem with the synchronisation of clocks at the two ends of the experiment. His calculations suggest that if the experiment had been run at a different time of year, the neutrinos would in fact have arrived 50 nanoseconds later than light.
I spoke to Carlo Contaldi, a physicist at Imperial College London, who last year published a paper on arxiv.org pointing out a possible problem with clock synchronisation, about the new paper. Though he thought the calculations and the large effect the calculations seemed to show were ?interesting?, he had some reservations:
[Germana] does not seem to mention the latest measurements that were carried out by OPERA in November 2012. Those showed a consistent value for the neutrino?s time of flight as the previous results and it would be interesting to see how that time frame fits in with these corrections.
It?s an interesting hypothesis though ? and one that is easily testable by running the experiment at a different time of year.
This paper is just the latest in a long string of attempts to explain the faster-than-light neutrinos. For more of the explanations that have been offered over the last few months, have a look at a timeline I made that follows the story right from the beginning until now.

All of these papers could have been for nothing, of course, if the new report of a loose cable is true. It would be a little disappointing if this turns out to be the case. I?m going to reserve judgement for now, at least until the ?sources familiar with the experiment? become something a little more concrete.
I?ll be updating the above timeline as the story unfolds.

UPDATE 23rd Feb: The OPERA experiment has issued an official statement. Here it is in full:
The OPERA collaboration has informed its funding agencies and host laboratories that it has identified two possible effects that could have an influence on its neutrino timing measurement. These both require further tests with a short pulsed beam. If confirmed, one would increase the size of the measured effect, the other would diminish it. The first possible effect concerns an oscillator used to provide the time stamps for GPS synchronizations. It could have led to an overestimate of the neutrino?s time of flight. The second concerns the optical fibre connector that brings the external GPS signal to the OPERA master clock, which may not have been functioning correctly when the measurements were taken. If this is the case, it could have led to an underestimate of the time of flight of the neutrinos. The potential extent of these two effects is being studied by the OPERA collaboration. New measurements with short pulsed beams are scheduled for May.
So, there was a (possible) faulty cable that might have led to an underestimate of the time it took the neutrinos to reach Gran Sasso, which would led to an overestimate of their speed. But there was also another fault that might have led to an underestimate of the speed. Looks like we will have to wait for the new measurements in May to see just how much each of these faults contributed to the early arrival of the neutrinos and whether they can add up to the 60 nanoseconds to fully explain the result.
All businesses, from the smallest start-up company to large multinational corporations, constantly have to worry about raising money. Fortunately, there are numerous ways to do so.
Start-up businesses without an established track record often have to get creative when trying to raise money. This can include using personal credit cards, hitting up friends and family for loans, taking out a home equity loan or using a peer lending site. A small-business owner may even resort to payday loans if he has no other option. This stage of raising money, in which the owners and founders use their personal assets, is called seed capital
Start-up businesses that have self-funded and made it on their own may be able to attract investors. There are a couple of different levels of investment that small, start-up companies, especially those in technology-related fields, may attract.
Angel investors are usually wealthy investors who invest, individually or in groups, in promising start-ups. Rather than treating the money strictly as a loan, angel investors usually take an equity stake or a convertible debt stake in the company.
Venture capitalists also invest in promising start-up companies, but they usually invest money that they are managing as part of a fund, rather than their own money. Venture capital investments usually come later than angel investments, and the investors also take an equity stake in the company.
As a business grows and becomes more established, it is more likely to be able to get credit from a bank. This may come in the form of a fixed loan or a revolving line of credit, which the business can tap at any time, as long as there is open credit remaining.
Larger, more established businesses also often offer equity stakes in the company to attract investment. These are similar to angel and venture capital investment, but when the business is more established, it is in a better position to dictate terms. Businesses often issue stock, either privately or publicly, that investors can bid to get in on. When a company decides to sell public stock, it must register with the Securities and Exchange Commission and do what is called an initial public offering, or IPO. Companies usually only do this once they have reached a certain size, because going public severely dilutes the ownership of the company.

NEW YORK (AP) ? National League MVP Ryan Braun's 50-game suspension was overturned Thursday by baseball arbitrator Shyam Das, the first time a baseball player successfully challenged a drug-related penalty in a grievance.
The decision was announced Thursday by the Major League Baseball Players Association, one day before the 28-year-old outfielder was due to report to spring training with the Milwaukee Brewers.
Braun tested positive in October for elevated testosterone, and ESPN revealed the positive test in December.
"I am very pleased and relieved by today's decision," Braun said in a statement. "It is the first step in restoring my good name and reputation. We were able to get through this because I am innocent and the truth is on our side.
"We provided complete cooperation throughout, despite the highly unusual circumstances. I have been an open book, willing to share details from every aspect of my life as part of this investigation, because I have nothing to hide. I have passed over 25 drug tests in my career, including at least three in the past year."
No reasoning was given for Thursday's decision.
"Today the arbitration panel announced its decision, by a 2-1 vote, to sustain Ryan Braun's grievance challenging his 50-game suspension by the commissioner's office," a statement from the players' association said.
MLB executive vice president Rob Manfred and union head Michael Weiner are part of the arbitration panel, and management and the union almost always split their votes, leaving Das, the independent panel member, to make the decision.
Manfred said management disagreed with the decision by Das. It is the first time a drug suspension has been overturned in a grievance, baseball officials said.
"It has always been Major League Baseball's position that no matter who tests positive, we will exhaust all avenues in pursuit of the appropriate discipline. We have been true to that position in every instance, because baseball fans deserve nothing less," Manfred said. "As a part of our drug testing program, the commissioner's office and the players' association agreed to a neutral third party review for instances that are under dispute. While we have always respected that process, Major League Baseball vehemently disagrees with the decision rendered today by arbitrator Shyam Das."
Braun hit .312 with 33 homers and 111 RBIs last year and led Milwaukee to the NL championship series, where the Brewers lost to the eventual World Series champion St. Louis Cardinals. The Brewers are counting on his offense following the departure of Prince Fielder, who became a free agent and signed with the Detroit Tigers.
Braun already was signed through 2015 when the Brewers gave him a new deal running through 2020 that added $105 million and guaranteed him a total of $145.5 million over a decade.
Nintendo's got some news for you portable gaming fans. The 3DS Virtual Console will soon be updated to include Game Gear games, the latest Nintendo Direct broadcast reveals (via Andriasang).?
The new section of the online store will launch in Japan on March 14 with three Sega games on offer: Sonic and Tails 2, Shinobi and Dragon Crystal. They'll be priced at ?300 apiece, or roughly $3.75. There's no word yet on release plans outside of Japan, but we know that Game Gear games are definitely going to be making their way to 3DS handhelds in?North America.
Nintendo's Satoru Iwata confirmed that Game Gear games (and TurboGrafx-16 games) were in the plans for the 3DS Virtual Console during his GDC keynote last year, just a few weeks before the Nintendo handheld was released in North America. Sega president Haruki Satomi was there as well to offer some words of support.
"This year marks the 20th anniversary of the Game Gear system, and we believe that releasing these titles on the groundbreaking Nintendo 3DS is a great way to commemorate the occasion," he said. It's not clear what held things up to push the Game Gear VC releases outside that 20th anniversary window, but Sega fans should be pleased to learn today that the update is finally coming.

Quality improvement program improves asthma outcomes and saves $1.46 for every dollar spent
Boston, Mass. -- Nearly 1 in 10 children have asthma, according to government statistics, and in low-income parts of Boston, nearly 16 percent of children are affected. A program called the Community Asthma Initiative (CAI), developed and implemented in 2005 by clinicians at Children's Hospital Boston, demonstrates the potential to dramatically reduce hospitalization and emergency department visits for asthma -- improving patient outcomes and saving $1.46 per dollar spent through reduced hospital utilization.
A study reporting these outcomes and cost savings appears in the March 2012 Pediatrics (published online February 20).
The CAI is a community-based asthma care model targeting low-income families. At enrollment, 43 percent of participating children had asthma scored as moderate or severe. Families received an average of 1.2 home visits during the year-long program. "The environmental issues have been much greater than expected, with high rates of pest infestation and dust and mold problems," Woods notes.
After 12 months in the program, the children had a 68 percent decrease from baseline in asthma-related ED visits and an 85 percent drop in hospitalizations. There was a 43 percent reduction in the percentage of children who had to limit physical activity on any day, a 41 percent reduction in reports of missed school days and a 50 percent reduction in parents having to miss work to care for their child. The percentage of children with an up-to-date asthma care plan rose from 53 percent at baseline to 82 percent at 12 months.
All of these improvements were evident within 6 months, and, among children who had follow-up, persisted for as long as two years.
The quality improvement intervention yielded a significant return on investment: When CAI patients were compared with nonparticipating children from four demographically similar communities, the CAI saved $1.46 for every dollar spent. The program cost $2,529 per child, but yielded a savings of $3,827 per child because of reduced ED visits and hospitalizations. "This is a remarkable savings to society and reflects better health outcomes for the children," says Woods.
"Our experience with CAI allowed us to work with community partners to develop a business case for reimbursement of these services by insurers," adds Nethersole.
The CAI has started working with Massachusetts Medicaid and other health care payers to develop and pilot a global or bundled payment system for asthma care. "We expect that the new payment models will incorporate these expanded education and home-visiting services and allow for more comprehensive care for children with high-risk asthma," says Nethersole.
The study was limited due to the lack of insurance data, and was unable to capture data on care at other hospitals, primary care sites and pharmacy claims. The authors believe their analysis underestimated the true cost savings, because it did not include physician fees or financial impacts on families. They suggest that further cost analyses incorporate insurance company data to capture other aspects of care.

Quality improvement program improves asthma outcomes and saves $1.46 for every dollar spent
Boston, Mass. -- Nearly 1 in 10 children have asthma, according to government statistics, and in low-income parts of Boston, nearly 16 percent of children are affected. A program called the Community Asthma Initiative (CAI), developed and implemented in 2005 by clinicians at Children's Hospital Boston, demonstrates the potential to dramatically reduce hospitalization and emergency department visits for asthma -- improving patient outcomes and saving $1.46 per dollar spent through reduced hospital utilization.
